Jacopo founded the firm with Paolo Bertacco and is the Head of the Public Procurement department.
He advises private companies on participating in public calls for tenders regarding works, services and supply contracts, providing both out-of-court advice and assistance in numerous disputes before all Regional Administrative Courts (TAR) and the National Administrative Appellate Court.
He has over 20 years’ experience in international and boutique firms, where he acquired an in-depth knowledge of public procurement and the ability to guide his clients – including international clients – in finding the most effective strategy in the complex and constantly evolving regulatory framework.

Assisting multinational companies operating in the healthcare supply industry has led him to deepen his understanding of the technical aspects of the sector, a fundamental skill to be able to assist clients efficiently.
In recent years, he has advised contracting authorities on major works and technical services contracts, assisting them in the preparation of tender documents, during tenders and in the implementation of contracts.
Although he believes that appeals should only be brought when really necessary, he is very active in numerous disputes in all Regional Administrative Courts and the National Administrative Appellate Court.
His passion for studying law in general, and administrative law in particular, is demonstrated by his publications in trade journals, and speaking engagements at numerous conferences and master’s degree programs.
